Dear Valued MGIS Client,

Regulations linked to the “Durbin Amendment” of the Consumer Protection Act of 2010 take effect April 1, 2013 and will impact your VISA flex cardholders.*

This regulation mandates that cardholders have both a debit and credit option when using a card linked to a healthcare account. Because of this, we are required to provide your VISA flex cardholders a PIN to use with their debit transactions. Credit transactions will continue to be accepted without any changes.

There is no action required on your part to implement this change. The new PIN will be sent directly to your participants prior to April 1, 2013.

However, you may want to inform participants of this action in advance in order to avoid confusion on their part. Some may wonder, “Why am I receiving a PIN I didn’t request?”
